This week’s statement by European Union foreign ministers warns that events in the Middle East “pose serious threats to the EU as well as to its immediate neighbours”. Yet the EU appears powerless to stop the violence in Syria, Iraq and now the deadly conflict that has erupted in Gaza.

As the Gaza death toll mounts, what should the EU be doing? The Foreign Affairs Council statement offers “full support” to US peace efforts, but given Europe’s role as Israel’s top trade partner and the biggest aid donor to the Palestinians, shouldn’t the EU be able to exercise more influence? Should Europe use its economic weight to put pressure on the belligerents? How do you think the EU can do more to bring peace?

Up to July 22, the United Nations said 649 Palestinians and 31 Israelis had perished – with almost three-quarters of the Palestinian victims being civilians. The UN High Commissioner for Human Rights Navi Pillay has condemned Hamas for “indiscriminate attacks” on Israel, but warned Israeli military action has led to violations of international law that “could amount to war crimes”. Israel’s military says it’s trying to minimise civilian deaths. It accuses Hamas of using civilians as “human shields”.

Should the EU take a tougher line? Should EU sanctions be an option?

Few foreign policy issues polarize opinion more than the Middle East conflict. Contributor Jaume from Spain has accused Israel of war crimes:

There is no justification for war. Let’s speak on the origins of violence, and stop them.

From the Netherlands, Marcel puts the blame on the Palestinians:

The so-called brave Palestinian ‘fighters’ deliberately fire their missiles from residential areas and use mosques and hospitals as ammo dumps … since 1948, there has only been one side that has been the consistent aggressors, and it is not Israel.

    Ana Georgieva, I’d like that, and you can do it because you have territory in Europe, but I think lots of your leaders don’t like it and the EU ones are too hypocritical (ie. accepting Cyprus which is completely in Asia and not Russia which has 30% of territory in Europe and is and has always been Europe politically, culturally, and has brought European Civilization to its biggest extension)

      Cyprus is not in Asia but in Eastern Mediterranean Sea. Culturally, it is at the heart of Europe since its history goes back to the Ancient Greek era.     As regarding Gaza, no one has THE solution . There isnn’t one. It will take time for both Palestinians and Israelis live together in , I would not say peace, but in stability and then search for longer term solution like a single state where both live together. But at least for the moment Israel should stop his recent colonies in the palestinian territories and the Hamas should be disbanded. It is a terrorist organisation and it will never want peace. Moreover all the Arab states should recognise and accept the existence of Israel on the condition that Israel respects the autonomy and sovereignty of the Palestinian territories…

    Dear Nuno Ribeiro Palha, the solution is in the hand of the international community, but the decision centers unfortunately are influenced by the Zionists. There is a solution two States here and now!
    For the moment Israel should stop the slaughter of innocent civilians, women, elder and children! Hamas aren’t saint of course but the use of term terrorist have become a soap-opera. In the past when Fatah was powerful they were the “terrorists”, now they are the good ones and Hamas are the “terrorists”.
    It’s always the same story in History. The rebels in French, American, Greek, Mexican, Latin, Russian, Polish, Hungarian, Spanish, Czechoslovakian etc revolutions were “Terrorists”.     Allow a free Palestinian state… Simply!! If they join the international community and have the same chances for prosperity and stability like the rest of us, plus they have the joy of “enjoying” capitalism, I doubt that Palestinian boys will bother firing rockets to Israel, they would rather be interested in the new iPhone, iPad, and any other trend like the rest of the youths in developed countries!!! Israel is on the wrong here, though Palestinians are not blame free… Still the solution is in the Israeli hands, to allow Palestine to be free and prosper!! Not place them in a ghetto..     Why isn’t it sinking in to the brilliant minds we are supposed to have in those that lead us, is, Israel and ‘their backers,’ want annihilation of these people as ultimately they want what they are sitting on, their land and their minds. The cry is always they don’t accept Israel as a state. Oh, really? What they actually mean is, they, Israel, does not accept Gaza as a state in and of itself, because, Israel knows the robbing of their country will always lie deep in their hearts as a colonised people.

    And who runs those who are financially and militarily backing this carnage? The answer to that is the ‘tax payers,’ every single one of us, because the west are all in it together. The simple answer is, incarceration of the perpetrators at the top and a confiscation of their personal funds by the Hague. Europe knows what to do, but, will any of them do it? More importantly, do they feel they can or are they strangled by the USA?

    And as a little addendum. What is happening in Gaza will happen in Europe if we go on accepting a massacre of the innocent this way. Submission creates desire in an aggressor to violate those who stand by and watch their terrorizing acts. They believe, quite rightly, that an accepting observer will bow down when they turn on them.

    You have to understand hatred against the Palestinian exploited is rooted in hatred of Europe and Europeans, whom they feel colluded in the holocaust.. You only have to look at Netanyahu and know you are witnessing a madman in the throws of his mania and once again, Europe is refusing to acknowledge the demonic aim.

In the history of Vukovar , which suffered harder attacks , there was not so many civil victims , specially children. Think about it. I presume the answer .       You may call it partial as it is I am sure. But erroneous it is not. Incomplete, maybe, erroneous I don’t think so.

      It is an established fact, even by those socalled UN envoys, that Hamas people frequently hide amongst civilians in residential areas, and already untold numbers of times weapons were discovered in hospitals and mosques.

      And who is responsible for the wars of 1948, 1956, 1967 and 1973? A coalition of which countries attacked Israel in 1948 in an attempt to genocide all Jews from the area? Exactly.

      Incomplete, I’m sure, but erroneous, I think not.

      Except, the Trade agreement with the US should never ever be contemplated by Europe for one minute. It is simply another con against the citizen and tax payers of this continent in order to forcibly make us submit to complete domination by the US globalisation maniacs.

      And as a footnote, the European, UK and USA tax payers fund Israel in its attack on its Arab neighbours. Our money. And the death of these children is being funded by us. We are being used as the workers for the killing machine of Israel. And don’t let anyone pretend to you it is otherwise. If we all stopped paying tax and buying US or Israeli goods they would have no way of continuing with this massacre.

    I am really happy to see more and more voices saying Russia should be allowed into the EU.
    Will Debating Europe have such a question for us?
    If Putin drops the Ukraine maneuvers and returns Crimea i would be in favor of Russia in the EU and the USA ditched as partner for..well…anything.

    Europe should of course be doing a bigger effort to control this issue and not depend only from the US… or should I say United Nations efforts to find diplomatic resolution. Also, the numbers tell us which one has a weaker position, besides the strategy, everybody knows the military army from Israel is top technology. Its urgent a new action from the European Union to establish economic and financial sanctions. Lets think who started this situation, and whos fault on these matter

Israel government is out of control, they are saying that Palestinian women should be killed because they give birth to reptiles, women should be raped and Israel is bombing ONU schools.     The EU already has a mission in Palestinian territories. What buffles me is that while we as Europeans put measures to stop terrorism globally, the EU personel in Israel do nothing as Hamas operates right next to them. At the same time the same personel allows for indiscriminate bombing on the part of Israel. So what the EU should do? Simply send people on missions if they can do their jobs properly.

    EU should be much harder and do sanctions. Take advantage of the fact that Hamas and Fatah finally has aligned and all power in relation to the peace-negotiation has been given to Abbas. This makes Hamas much easier to control. Act fast! Be harder on Israel now. Force a two-state solution on both parts!

    Didn’t this ‘peace mission’ give a token condemnation for Hamas rocket attacks after discovering a rocket storage, and rightaway returned the rockets to Hamas?

    Anyway, I’d like to ask some people here a question. As I see some people throwing the word ‘genocide’ about. Please explain that word to me. And take into account that the Palestineans are the only population group in the world whose numbers, since 1948 have INcreased by over 1000%

    Some genocide that is.

    I’ll explain genocide: the population of Jews in Europe DEcreased with over 50% in the period 1942-1945. That is genocide. A vastly increased population is nothing of the kind. The situations aren’t even remotely comparable.

    And it is a good thing Israel has a vast military supremacy. Why? Otherwise we would already, at some point, have seen its (erstwhile) enemies attempt to finish off what 1942-1945 was started. And they tried, 1948, 1956, 1967 and 1973.

    But why did they try? Now this goes back mainly to that 1942-1945 situation (or all the way to Roman emperor Hadrian and him expelling the Jews from Judea, better known as the Diaspora or ‘the scattering’). Anyway, we’re never going to agree about who started what and when so here I give my view.

    The center of this question is the grand mufti of Jerusalem, Hajj Amin al-Husseini, who became a personal friend of none other than Germany’s leader of 1933-1945. And an agreement was reached, that as soon as Rommel captured El Alamein and Cairo, and German armies would capture the Caucasus, that the ‘Final Solution’ as it was known would be expanded to the Middle East and the Levant.

    So the erstwhile Palestinean leadership (note: I am not saying ‘all Palestineans’) was on Hitler’s side. However, we all know Germany lost the war and Europe was somewhat denazified. However, the Middle East was not. The Grand Mufti considered it, to the day of his death, a matter of personal honor to try and ‘finish the job’

    Governments in the region were egged on by Nazi refugees. Men like Aribert Heim and Aloys Brunner who didn’t manage to get to South America, went to Egypt and Syria instead where they actively encouraged the governments to attack the newly formed Israel.

    Many of the organisations being bandied about such as the Muslim Brotherhood, Hamas, Iran’s revolutionary guards etcetera are all ideologically committed to the destruction of Israel. The question then becomes, if any can be compared, who are the real ‘Nazis’ this time around? I’d say the case is clear.

    As soon as the Palestineans learn something from Gandhi and Martin Luther King they will get somewhere, quickly. Because Israel is not committed to the destruction of the Palestineans as the Palestinean population growth numbers clearly show. I’m sure that for many this is like the ‘chicken and the egg’ but in my view there would be no Israeli action whatsoever if there wasn’t provocation to begin with.

      That should just about tell you the difference. Out of these four, only one side sided with Nazi Germany in World War II. Out of these four, three are/were committed to peace and equality for all, and one is dedicated to the physical destruction of some other group.

      Violence only begets more violence. The British tried to label Gandhi a terrorist but failed because he didn’t use violence. M.L. King was also considered a terrorist by the likes of J. Edgar Hoover, but he too advocated strict compliance to a non-violent strategy. And guess what, they both won in the end.

      What did the IRA and ETA get done with violence? Nothing, not until they swore it off did they get anything done. Palestineans should take notice and stop listening to people who promise a land of milk and honey just as soon as the last Israeli is killed or expelled.

    I think neither the US and the EU will not secure long term ceasefire. This might sound too idealistic that’s the only way I perceive. The Palestinians and Israelis must work on that together, and I don’t mean the officials, the ordinary people on both sides. Otherwise, this conflict will never end.

    People, a lot of the comments in this debates seem to come from outer space: it’s all the fault of Israel and the US etc. In which world are you living? Let’s talk about the suicide bombers in buses or the guys who send missiles every day to Tel Aviv. Let’s also face it that there are many people in the different organizations of Palestine who got awfully rich during the last 5 decades.

    The current outbreak was triggered by the fact that Hamas is more and more isolated (after Egypt and Iran have withdrawn from supporting them). Escalating a new war with Israel is one of the oldest techniques of keeping the grip on the own people – strengthening internal cohesion by creating an external conflict.

    Only half of the story is ever told on the news. All people talk about are civilian casualties in the Gaza Strip. It is never mentioned that HAMAS has been firing rockets at civilians in Israel since 2001. They fire thousands upon thousands of rockets every year. HAMAS is a terrorist organization that is dedicated to destroying Israel, which if you have forgotten, is the only true democratic state in the middle east. Israel gave the Gaza Strip back to Palestine as an act of good will. Now it is being used as a launch platform to kill innocent civilians. To further their cause, HAMAS has taken the many tons of cement given to them by Israel for the intended use of building schools and hospitals and instead used it for the building of hundreds of terror tunnels that lead into the heart of Israeli communities. Israel has tolerated this abuse for far to long and is now fighting back, so their citizens can live in relative peace. As far as the battle goes, Israel has spent weeks warning the Gaza residents of the impending attacks on rocket sites. However, HAMAS is a group of cowards and hides their rockets among civilians so there will be many casualties and the media storm that always ensues. HAMAS prevents citizens from leaving the cities so they will die and put more pressure on Israel to stop from the rest of the world. The nation of Israel lives under the constant threat of annihilation. They are surrounded on all sides by those who openly admit that they want nothing more than for their existence to be erased. That is the whole story. Try to read this and then look at the facts. If you do that, the whole situation becomes clear. However, if you just stand by and watch the news, you will never begin to understand what is going on in the world. Everything is biased, so you have to seek out the truth for yourselves.

    BTW, Israel has agreed to three separate cease-fire proposals, and HAMAS has rejected all of them by continuing to fire every time the Israelis pulled back. Many Israeli soldiers died because of that. That should tell you something about HAMAS.

    Sanction Israel. Threaten suspension of association agreements / free trade arrangements. Withdraw other funding (including research / scientific grants). Stating the EU supports US peace attempts is useless – US is clearly biased and not an independent mediator. Do not let Israel return to the status quo ante. It is a disgrace that EU members states (including my native country) abstained from the UN resolution on the grounds that it would not result in swift enough action and have since done nothing to attempt to resolve the conflict. The EU has leverage – use it!!

      Usually, the real feelings of people vis a vis Israel are hidden by them useing the word ‘zionist’, which is codespeak for ‘I hate Israel and jews and want them destroyed’.

    Europe should put the well being of the citizens above any other priority. Nowadays Europe is the EU Parlement and its affaires behind closed doors. Europe doesn’t give a dam about the citizens. Only imposes rules and regulations to make harsher citizens life. Jail every corrupt polititian that betrays national interests for the sake of lobbist corporations. End ALL offshores. If you can’t do it don’t deal with countries that insist on having offshores.

    What can you do there ? Hamas is “democratic” elected and they want to destroy Israel and Israelis have nowhere to escape . I think the only way to solve this problem is : Israel join NATO and all NATO countries guaranty for defense of Israel . Israel has to give parts of Palestinians land and they build own state there . NATO places military bases in Israel and on the borders to neighboring Arab countries . Arabs should accept that they can not destroy Israel and Israelis should accept Palestinian state .

    If the living space of two ethnic and religious groups overlaps there is only one solution- a joint state. Dividing one historically grown multi-ethnic and multi-confessionell region into two will not work. The EU has to understand this and should support the creation of a joint Israeli-Palestinian state in which both groups co-exist and respect each other. Even though it may be difficult, its the only viable solution.

    If the European Union wants to be known for it’s defence of freedom and human rights, it has to stop supporting Israel. Israel is a racist and apartheid state that has absolutely no respect for the Palestinian people. They don’t only kill them and show no regret, but also introduced dozens of laws that discriminate Palestinian people living in Israel, not granting them the same rights that Israeli Jews have.

    The European Union should condemn Israel action’s, stop trading with Israel until the blockade in Gaza is lifted and the bloodshed is stopped and promote an international investigation to see if Israel committed war crimes and crimes against humanity according to international law, and if it did, take measured accordingly.

    The fact that Hamas is using people as human shields, which has been disputed, doesn’t give power to Israel to indiscriminately kill civilians living in Gaza. In any bank heist in which the robbers take hostages, police’s main concern should be carrying an operation in which the hostages suffer no damage, and it shouldn’t do
    anything if their security is compromised. Israel is the only nation I can think of that bombs another and then blames it for the civilian casualties. Like if Israel had
    no responsibilities, when they is the one pulling the trigger.

    Israel’s missiles have a very advanced guidance technology that allows the IDF to accurately place them wherever they want. The fact that these missiles often land in hospitals, markets, schools, shelters or (as happened today) Gaza’s university, is thus no mistake. I can’t understand why, but it seems that Israel doesn’t only want to destroy Hamas’ military infrastructure and tunnels (as they claim is their only objective), but to destroy everything Gazans need to carry on with their lives.

    Also the so called “death tunnels” are the only way many people in Gaza can access to certain food and medicine. Israel’s blockade of Gaza brings only hunger and malnutrition for its people, limiting the amount of water, food and other goods they can get, and stopping necessary things such as trade or the movement of people, much needed in every country or territory.

    I am horrified by the idea that the Jews living in Israel, being their ancestors among the people that has suffered the most throughout history, overwhelmingly support their country doing almost exactly the same things that the nazis did to the Jews prior and during World War II, showing absolutely no empathy for the people in Gaza and the Palestinian people in general.

    Several countries of the European Union tried to destroy each other several times during the last centuries. Now a war between European Union countries is unthinkable, as they learnt that the only way to progress and everybody’s well-being is through peace and cooperation. I hope Israel and the Palestinians will learn this some day, and for that we need European Union to stand for peace, security and human rights.

      Sergio, I totally agree with you. I think you have made those points very clear. The EU need to do more and I think they can exert pressure on Israel to lift the blockade and let the people of GAZA get on with their lives. This thing about blaming Hamas for the deaths of Palestinians in UN controlled areas, hospitals and markets is outrageous and should be strongly condemned. As you put it they have all the modern tech BUT they keep hitting the civilian population! This is being done on purpose maybe a way of trying to turn the Palestinians against Hamas but it has never worked. The pain they are inflicting on the innocents will only be used against them again and again in the future. Is it ok to wipe out a whole family and tomorrow you say it is ok and now we can have peace? …….Let us build a world that our children will be proud of. Let them judge us as good leaders but not those who have made enemies on all our borders so that even generations later will not feel safe wherever they go….

    Some argue, that from the current nation-based states emphasis goes to other types of communities, namely religious groups, in the Middle-East.
    Maybe the tensions could be somewhat helped, if the Palestinians wouldn’t have to live in too overcrowded camps, and areas with high population density, like the Gaza strip.
    Maybe trying to settle some of them in nearbying states could worth another try?

      I got another map that seems to mention a ‘Judea’, at the time absorbed by the Roman Empire. I think it was Emperor Hadrian who expelled the Jews and to spite the jews renamed the region Syria-Palestine.

      And your map is wrong. The 1946 map should say: 100% UN protectorate, plus it should mention that the Palestineans, having backed the losing side of World War II, were not really in line to expect any favors.

      You see, at that time it was pretty normal when you or your side lost the war, you lost territory. And besides, rather than accept the UN partition plan (which Palestineans were the only ones to reject) they decided to take up the offer of Syria, Egypt, Iraq and Jordan in order to ‘drive the jews into the sea’ (ie genocide, as the Palestinean leaders still looked fondly to German policies of 1942-1945) and lamented it hadn’t happened in the Middle East.

    Shame on Europe and the US for not doing enough to stop the slaughter of innocents in Gaza. I am against terrorist and the terror they inflict on our modern civilisation BUT are the women and children being killed every day also terrorist? OR they will then become terrorists as they have nothing to live for when the sole survivor comes out of hospital and the truth starts sinking in that his/her whole family has been wiped out. I do not want to see this but I can imagine what is going on in the minds of the survivors. I think we all need to join forces to condemn the violence on both sides. We also need to stop supporting Israel outright. We know how powerful Israel is and we need to exert restrain. We need to set up dialogues on how to avoid such conflicts repeating itself. How to allow the people of Gaza to be able to develop and to build their economy without hindrance from the Israel. Maybe Hamas should be disarmed if the Israeli do not trust them BUT you cannot suffocate a nation from the land, sea and air. In this day and age with the technology available it is so easy to destroy what has taken years to build, be it buildings or lives but at the same time we are not primitive people. We all have some sort of education and we all have some sort of respect for others SO why can’t we sit and discuss the various issues and try and came to an agreement that would satisfy all parties so that PEACE can reign again and innocent lives on both sides would be spared. This conflict like the one in Ukraine is right on the doorsteps of Europe and I think that Europe should be playing a greater role to help bring about an everlasting PEACE. We can be different with different ideology BUT we can live next to each other without slaughtering each other. I am against war.

    A union which cannot even protect its members cannot be a significant actor in third countries’ affairs. Solve the issues with Turkey’s expansionism that affects Cyprus, Greece and the Balkans and this will also de-escalate the situation in Gaza. A strong Eastern Mediterranean with a stable and safe Cyprus and Greece can be used as a springboard for EU to eradicate terrorism in Gaza and contain Israel’s extreme retaliatory practises.

    and please… STOP Propaganda againts Islam, and stop saying to the people we have terrorist groups in our neighbourhoods… terrorist groups are financed by warlords of europe… so if we dont want terroism.. the first thing is to stop talking about it continously and stop buying their petrol… selling weapons etc…

    Tell them to come back when they are friends, and close our borders for commerce, finance, entry until they live in peace. Each party refuses to adapt and speculate in our support. It+s over. You figure it out. We+re out of here.
